Art LIbrary Tab

Since is quite annoying to have multiple copy of a single image on personal library, I've searched here how to resolve this. Everyone tells that it's possible to Drag and Drop pictures uploaded into the personal library via the "Art Library Tab". I can see that tab when I'm logged as a GM, but I've never seen it as a Player. Now I'm wondering if the Art Library Tabs shows only to GM or Pro Users. Or if i'm doing something wrong (maybe some wrong settings).

actually the players have to give the graphics to the GM. Players can't generate graphics.

Players can add their own Character Journal Portrait, which they can then drag onto the map on their own. I don't think it was ever an intentional feature, but it's been around for years.  In this way, players can add a token image to their Journal, drag it to the map, and replace their journal image with a regular portrait. What gets folks in trouble is that the players can't delete any images they've dragged to the map.. so sometimes end up placing several tokens without meaning to.
Would have been great if a player can change it's public avatar (not the character portraits) choosing it from the library instead of upload it each time.  This because a player can play different kind of games (and also be a GM somewhere else).  And since the player portraits is shown in the main windows I often use my character image as public avatar (as you can see here in the forum).

I've read the stipulation and should I have at least 1 vote. And the system won't let me vote ore reply. Here's the message I get: "You can only post comments in this forum category if you are eligible to vote." I'm a member since 10 febraury 2014. Maybe I've already voted somewhere else... But it's weird, since I've never joined the forum since yesterday. :)
