I've created a new deck, giving it a back image, created a single card for it, and then set it to infinite. Now every time I try to draw something, it tells me I've run out.
What exactly does "infinite" do, then?

When you create a regular deck on Roll20 it normally comes up with a shuffle overlay (like my test deck has in my attached image). This will not allow you to deal cards from the deck until it is clicked, randomizing the cards.
Infinite decks for some reason do not have this overlay when first placed on the table but still require to be shuffled. Please right click on the deck and hit the shuffle button in the menu. You should then be able to deal cards afterwards and should never need to shuffle again since the deck is now infinite.
If that doesn't work let me know and we'll issue a bug report.
