Difficulty selecting items

Is there a way to select a graphic that is behind another graphic, if the one you want to select is smaller? When laying out the background map, I've had instances where larger graphic is on top of a smaller graphic but I want to select the smaller.  I can move the larger one out of the way, but there's some times I've positioned it exactly where I want it, so don't want to move it. Also, I know I can send the large one to the back of the graphic stack, but if I've layered 3 or more graphics, then it gets sent too far back in the stack and gets hidden behind other graphics. For know, I'm putting the graphics on the token layer, getting themI in the right spot, and then moving them to the map layer.  But that doesn't always work the best either. Thanks
With more than two layers it can get tricky, unfortunately there is no way to move a graphic down just one layer, it's either all the way up or all the way back.
