Is there any way that I can add new blank tabs to the character sheets? I'm GMing a game type in which I can't use any of the pre-made character sheets, and having some extra tabs would make organizing the sheets much easier.

It is not possible to add tabs a Character window . You might consider linking the Bio & Info tabs of Characters to a "network" of Handouts .
