1. you need to add {{ }} (bold in section below) to the start and end of the macro. 2. are all the '--command' on their own lines, like so, in your macro? Just fyi, --usage and --action are no longer reserved tags. They were replaced by --leftsub and --rightsub.
FWIW this was built by the Character Importer.  Next is it seemed to work if fewer targets.  as far aa i can tell it is one long string

did the above version work?
The original worked when the player on targeted 2 targets.  I pasted the Target List option from another working macro and we still had issues.  We have not updated all of our macros to the latest format (I still use the Monster Importer)
