Who are incoming whispers directed at?

Is there a way to see which character a whisper I received is for? When I have multiple characters, sometimes context clues aren't enough and players get confused when I mistake who the incoming whisper was for and respond incorrectly.
It's not possible to "whisper as" a Character. If I was having difficulty with quickly discerning which Characters belonged to which player, I might ask my players to alter their Display Names to [include] their Character name.
My concern isn't who owns the character that's whispering, but which of my characters they are whispering to. Let's say I'm DMing in a game with a user named Alice, who has the character Bob. Now, she's in a room with two of my NPCs, Charlie and Dan. We'll say Charlie and Dan don't like each other and information one receives in-character would not be favourable for the other to receive, so a mixup is undesirable. I then get this whisper: (From Bob): I think he's looking at you funny. Maybe you should talk to him about it. Was Bob whispering Charlie or Dan? In this case, it's possible to ask the player to emote, if I'm the DM. But here's another scenario where this problem has come up: In a game I'm in, we have our players, who have their characters. But one person, me, handles their character sheets for them, and we would like to keep it this way. So I have all of their characters in my dropdown, but I don't play them. A lot of whispering goes on in this campaign though, and I get to see the whispers for all of their characters. But I don't know which character is receiving the whisper; if it's any of the other player characters, I should ignore the whisper, but if it's my own characters, I should answer the whisper.
Do they not have any access to their character sheets? If they have any access, they should be able to change their name. That said, you could create "dummy" sheets with the names and assign them to the player.
How would them changing their name help, though? Going back to my example: (From Bob): I think he's looking at you funny. Maybe you should talk to him about it. Is Bob whispering my character Charlie, or my character Dan? Do I roleplay Charlie responding to Bob's accusation, or do I roleplay Dan responding to that accusation? Bob becoming Bobette would not help, nor would Dan becoming Danika.
Here's another example. Let's say we have this player/character structure. Ake -- Charlie -- Frank Alice -- Bob Erin -- Frank Alice is in-character as Bob, and she types: /w Frank Do you think this is a good idea? Now I see: (From Bob): Do you think this is a good idea? Erin sees: (From Bob): Do you think this is a good idea? Because Bob whispered Frank, and Frank has two owners. But Bob only has one owner, Alice. Erin types this: /w Bob No, I think this is a bad idea. Because I don't own Bob, I don't see that Erin had already responded. I'm not sure if she's whispering to Charlie or Frank, though, and from context clues I assume Charlie. I type this: /w Bob I think this might be a great idea! Alice now sees this: (From Frank): No, I think this is a bad idea. (From Charlie): I think this might be a great idea! And then I get the subsequent... (From Alice): ????? Does this make the problem more apparent?

You could provide your Characters with an Ability macro to handle whispering [to NPCs who possess a visible Token linked to a Character]. It might look something like the following: /w gm @{name} is whispering to @{target|Whisper to whom?|token_name}... /w @{target|Whisper to whom?|name} ?{Whisper what to @{target|Whisper to whom?|token_name}?|...}
I see. That's an okay workaround in some scenarios, but it's good to know there is no setting to simply find out. Thank you.
