Cannot switch the map my players are looking at

Me and my buds got together to play tonight and it wont let me switch what the players are looking at, the ribbon thing that was there is just completelty gone.

I have previously had the ribbon disappear while dragging it to a new page, but the drag still worked and it reappeared after the drag. Have you tried simply moving the ribbon anyway, despite it not appearing?
