Dynamic lighting and height of objects...

I never could find this, so I figured I would ask the question. How hard would it be to put a height code into the layer for objects on the dynamic lighting layer. It really sucks to have objects that can't be seen by anyone no matter what they do. For instance. Tall pillar that is about 40' high blocks line of sight for everyone except that character with winged boots who is at 60'. Techinically, he can see over the object, but the lighting layer currently can't handle height. Any thoughts??
I saw this mentioned in a previous post somewhere about having a "top layer" or "foreground" added to layer options.  It would allow for visibility of objects and deal with height in a nice way.
