if the player has a picture that is wider than long, if you try to promote/kick them the dialogue box closes as soon as you mouse over a non picture area which is right before you get to the dialogue box.
This has been reported a couple times before. We're still working on this issue, but in the meantime, see if this work-around works for you:
Hover your mouse over the Player so the menu appears.
Now right click. That should open up the usual right click menu (open in new tab,...)
Now while the right click menu is open go down to the "Dismiss Player"/"Promote to GM" button and click it.
