When the GM hands a player a handout, the player should be able to assign another player to it by himself without asking the GM for assistance. Just like he would do with a handout i give him on a real table.
This will be particularly convenient when "Handouts" are used to represent magical items and other specific objects that player characters might give to one another or to NPCs.
