How to avoid stagnant games?

So i'm in a couple of groups right now that just feel like they're going nowhere. In both cases this is primarily because the parties in question are not kitted out to do well in combat and the GM (me in one of these cases) doesn't know how to make a compelling non-combat campaign. This leads to games where the players are much less like valiant heroes and much more like struggling entrepreneurs.  If it's any help, one of these campaigns is in the Stars Without Number system, and the other is in Cyberpunk 2020. Any suggestions would be appreciated. Thanks!
