Ability Command Buttons as a popup

Having discovered these recently, they seem like a boon to have to keep the Token Actions on a token low,, as well as not cluttering up your macro bar. However, they seem most useful to the DM so far, as for Player characters, they'll easily fill up the DM's chat with buttons, drowning out a lot of data. I was wondering it it would be possible to have these buttons on their own pop up window like queries. It would be such a huge improvment to using macros.
A way to make new windows for chat buttons would be an awesome improvement! In the meantime the way I handle chat button spam is to make the players buttons whisper to themselves so only they see it.  Simply start the macro with   /w @{selected|character_name} then it only outputs to the person that controls that token i.e. the player.
