Hell, I GM'd Heroes Unlimited for about a year with just my best friend as the sole player. Never thought anything of it until we started adding more people to the group. I dug up my old Heroes Unlimited book - man, I've forgotten so much! I literally haven't look at this game since high school. You don't like the updated version? I never have checked it out, but I remember seeing a 2nd edition. Would you consider playing a "supers" game using Savage Worlds? Or are you really hoping to use Palladium? We were kind of all over the place in our original campaigns. Don't think they ever went to other dimensions or space... but I'd do it totally different today. For quite a while I've thought about two different "super hero" games: The first takes place in a world similar to the movie "V for Vendetta" - a dystopian future America with a totalitarian government; A quasi communist dictatorship, militarized (perhaps even with robots) police, weapons are outlawed, suppression of freedoms, enforced curfews, etc. The heroes are young adults or teenagers who happen upon a long forgotten museum with artifacts of long-gone super heroes. I've thought maybe the artifacts are from notable DC super heroes (Batman's utility belt and gadgets, Wonder Woman's bracers, etc). The heroes take up the artifacts and adopt super hero monikers -- rising up to overthrow the oppressive government. The second idea takes place in a modern day setting. An isolated cosmic anomaly causes a small group of people (the player-characters) to gain amazing powers. The key to this game is they are the ONLY people in the world with super powers. Think about it. If you turned on your TV today and there was a news report of a person actually flying around -- The world would flip out! The government would likely intervene with cover-ups or kidnapping. People would revere the PC's as angels or gods - claiming them as messengers for different religions. Would the players revel in the fame? Get a corporate sponsorship and live lavishly? Try to hide away from the world? Actually take up a costume and try to change the world? What kind of enemies would a real life "super" have to contend with?
