Character creation outside of a game

I find it somewhat baffling that I have to be in a game to create a character. We should be able to do this as a stand-alone activity that is not tied to a specific game. Instead, it should be part of the Character Vault. An option to create in-game should be maintained. It simply doesn't make sense that we have to either create a dummy game just to make a character or do so within an actual game.  After all, I can sit at my table and roll characters all day without having to be in a game. It shouldn't be any different online.

Hi Revence. One option is to create your character outside of Roll20, for example on paper, word processor, or another website, and then transfer the stats into your Roll20 Character Sheet when you are able to launch Roll20. Another option that you mentioned as a 'dummy game', it's free to  create a new game table in Roll20 and choose the character sheet you want (Roll20 Wiki link). No one else would be in that tabletop unless you invite them, and you can take your time creating characters there which can be stored in your Character Vault, ready to be moved to other games later. Think of it as a Roll20 Tabletop (the online equivalent of sitting down at a tabletop in your home to create a character), it doesn't have to actually be a game.  If you log into your GM's tabletop when the game is not in session, it's a similar metaphor, you are effectively sitting at their game table to work on your character. How would your idea differ from filling in a Character Sheet in a Roll20 game? Would it have all the same features?
How would your idea differ from filling in a Character Sheet in a Roll20 game? Would it have all the same features? It would not require a game at all. My point is that right now we have to have to be in a game to create a character whether it be an actual game we are playing or a dummy game (which is a bit of a kluge). Why do we need that? Simply give us the option of creating a character in the vault without needing a game from which to export it into the vault. It would basically be the same character sheets that are available in-game.

I can certainly see the value in this suggestion, especially for people who play in lots of games across lots of systems. By having an option to 'create journal' in the vault and then be prompted for 'which sheet' people could quickly and easily create a variety of sheets (which could be tagged with the system name for easy identification) without having to create a dummy game and regularly change the sheet using game settings or have a dummy game for each system! +1 (barring actually having a vote spare sorry...)
I'd like to also point out that anyone who creates a dummy game for the sole purpose of creating a character ends up with an inflated Hours Played value. If all I'm doing is creating and joining a game just create or edit a character then I'm not really playing and I'm not really presenting my experience accurately.
