Idea for a new Campaign/System.

Hey all, I'm trying to make a new play system based off of 3.5 ed D&D. Basically, all players will start as the same Blank Slate class, and their decisions while playing will affect their skills, feats, talents, and the like. Leveling will not be as prevalent, save for HP. It was always wired to me how just because you lvl'd you automatically learned new spells, or are suddenly able to effectively wield two weapons. It would be a harder campaign, but your in character choices really would matter. The story-line of the campaign I will run is basically this; "500 years ago a series of meteorites fell from the sky. They carried an alien virus that began to infect the land, and creatures; some more so than others. Some individuals were found to have a small amount of infection, which made them able to fight back. These individuals later be called "Guardians." A large academy was created to train these individuals into effective soldiers against the infection. But as the newest group of graduates begin their lives as "Guardians", a powerful evil grows in strength." Would this interest anyone who would like to play, or assist me in the creation.
