Not a map, not a module, but a setting

I'd like some suggestions for creating a marketplace asset for a setting. I want to include more than just tiles and tokens, but it also does not qualify as a module. The setting is a post-apocalyptic city with a bit overview map, several neighborhood maps, a short handout for each neighborhood, and some map tokens to mark transient hazards and roving gangs on the overview map. Has anyone created something similar? How would you classify it?
I would call it a module, I realize it is not a module, I also realize that anyone who sees the description will realize that as well. Thankfully you will not be dealing with idiots, they will not be running RPGs...

Gary Simpson put an interesting pack on the marketplace. It includes tokens, maps, and some details for handouts. Swords in the Sewers Is that kind of what you were thinking of?

Swords in the Sewers is a nice example. (Plexsoup linked you to it). Also&nbsp; Tower Descent by Russ Hapke with D. Wolters is another must-see Marketplace example that's almost a module, but more of a maps and environment set-up with some traps and puzzles (but not with monsters or characters that a module might have, and also it is not tied to any particular game system but can be used for any). Be sure to look at the Instructions Pages contained in those 2 packs. The authors used instruction-sheets to present some optional concepts for the set-up of the maps contained, but it is not so much as to constrict the GM from adding whatever Characters, Plot, and adversaries that they want.
