Is it the rules or the story that matters?

I get the impression that a great deal of importance is attached to the rules. But after many years I come to the view that it's actually the story that matters more, far more in fact. For me there is the main storyline which provides the reason for the party as a whole to be together. This can be combined&nbsp;with sub-plots that may be connected to the background stories of the players. There needs to be a solid rationale for a party of characters to be together in order to make the game more interesting than merely a bunch of adventurers looking for treasure and creatures to kill.&nbsp; Consequently, I believe to achieve this&nbsp;it is preferable to build characters together and to design them in a way that they have a good motivation to stay together.
