Issues with 2d20 character sheets

Should the character sheets for Conan, Mutant Chronicles, etc, show the higher results if the roll is under the focus value, ie Stat of 8, Expertise of 4, should result in 1 success per roll equal or below 12, however if the character also has a focus of say 4, results below 4 should  yield an extra success, so a result of 1 and 3 on the 2d20 should be 4 successes ?

From the sheet's HTML , I can see that the inline dice rolls will highlight green when you roll under the focus. In the case of 1, 3 rolled, the inline roll will highlight green, indicating that at least one of the d20s rolled under the focus. However, you would have to mouse over the inline roll and inspect the tooltip to determine whether only one or both of the rolls were under the focus.
