Observer Mode for players

Right now it seems a person who joins is either a Player or Host. However this can be a problem when having multiple "players" who are just watching and still on the fence about joining a game. However these players can disrupt the game with a lot of questions or side conversations. It would be very nice to have a "Player" type role but with limited functions such as a player view only or only ability to whisper to the Host etc.
Perhaps an option for the host or GM to add extra "chat rooms" where players can be assigned? That way a game with say 4 players and a DM could be in one, then 10 observers in a second. Only the GM could see both (unless access is granted to players). I could see that being kind of fun in a game where the GM might ask the audience for for a vote on events in game, and also allow the observers to converse with each other, without interrupting the game itself.

Someone in another thread mentioned twitch.tv THat is a great alterniitive if you are able to livestream. I use to run game in openrpg and in that the gm could assign privilages to players. The default would guest which restricted their actions in the room, the next was player which is what you have now, and the gm which we have now. The guest limitations was no map usage and it could setup with no public chat either. Whispers were still allowed.
