I was wondering. If I get an upgraded account to get more upload space, because I want to use better quality/bigger maps and pictures... What will happen if I upload, for example 200mb and then get downgraded back to 100mb? Will it just tell me I can't upload anything or will it make my uploads unavailable?

When your quota is reduced below the total space you are using you will no longer be able to upload images. Any files you have in your library will remain as they are with no loss.
