Ideally, start with a higher resolution (larger) map. The larger the starting file, the bigger it can be expanded without fuzziness. Can you give an example of the map (or map file picture size) that you're trying to start with? Maybe you can stretch it out (fuzzy style) and trace over it with Roll20 drawing tools, then delete the fuzzy version from the background and play on your re-make?
