Do i have to be a mentor to develop scripts for the roll20 API

i am interested in developing some scripts for the roll20 API. do i need to subrcribe to be able to develop and test scripts? i understand that i need to subrcribe to use them but i want to develop them first then subscribe when they are ready to be used.
In theory you could create them in gist and then subscribe to test.

Honestly, non-subscribers should have access to a 'workshop' that allows them to test out the mentor features. AKA a game that doesn't generate or have a join link (or has one that only allows staff to join for bug-reporting etc). I've lost count of how many times I've acquired access to the super secret double-chocolate fudge-covered club only to realize it's not worth it. It would be of benefit to those who are on the fence about supporting roll20.
