Instead of To Front or To Back for tokens and images, How about having it be Towards Front or Towards Back? Moving upwards or downwards by one position would greatly enhance the "layered" feeling for multiple tokens. Adding a new image wouldn't require re-adjusting all the other tokens around it. You could pick how deep into the token layers it would move.

I wouldn't say "instead," but "in addition to" would be fine. Sometimes you've got a pile of tokens, and you really do want to send one to the bottom!

+1 to in addition. Usually when I need to change the order of tokens I really do need to make the token the first or the last but when this isn't the case I feel like I'm playing some bad puzzle game.
