New Player Login generates a character sheet for them

Requested Action: When a new player joins the campaign, the GM has an option in game settings to; have their login generate a new character sheet that assigns the player as its controller and the additional options of if the character sheet generated by new logins by default are in the journal for "all players" or just that specific player. I don't see how to do this within the API and scripting events.
