Dynamic Light issues

Hello I have dynamic lighting on my account and I have watched some youtube videos, and read the wiki a bit. Dim vision is doing absolutely nothing. Restricting the range is doing absolutely nothing. If I have a fire, and I put it 1 foot range, and 0 dim, it illuminates all of the map. If I put 30 feet and 15 foot dim, it still illuminates all of eyesight. If I alter the angle, it still illuminates all of the map. It is like this for any unit I create, any player I make, and object I make. My first game starts in 45 minutes and I've played with this for two hours and watched an hour of videos. Why is nothing changing?

Can you post an image of your page's dynamic light settings and of a token's vision settings? In addition to that, I've got some questions: are you viewing the page as a player, as a DM, or as a DM using ctrl-L on a token? This'll probably be answered by your screen caps, but do you have global illumination and restrict LOS on? If you still can't figure it out, pm me an invite and I'll help you out.
Do you have a large number in the Multiplier field of one of your Tokens?
@Scott, I'll post image after this response, Viewing as DM, and using ctrl-L on each token. @Silvyre, just 1 per the video, on all of them.  My fire had 150 with 75 dim. DV characters (5) had 60 with -5 dim, 360 degrees, with sight, not viewable by other players, 360 in the second angle spot, 1x multiplier. Our one human had 30 vision with 15 dim (Assumed torch)
Dual monitor is weird for screen shots. If there is a way to take only one side, I do not know it (But am about to google out of curiosity). The "dim" lighting is the same always as regular lighting. I'm sure its me messing up but idk where :( I appreciate any help very much so.

What are your page settings for that page?
Please forgive my ignorance, am new to Roll20, but which page settings are you referring to? The settings button you can choose before entering the game? (Where you select character sheet types and such), or the settings on the top right once the game is loaded, past the journal and art tabs? Or is there another I am cluelessly unaware of? :(

The settings for the page (map) you are on, where you turn on Dynamic Lighting.

Well, it sounds like your fire is set to be a very large light source. Beyond that, we need the page settings pic to further delve into it.
