Voice whisper keeping players muted

I have 4 players in the game (plus me as the DM).  I select one to whisper to.  It grays out everyone else and we have our conversation.  I then click to stop whispering and all of the players return to not being grayed out.  But 2 players have their volume set down to zero.  They cannot hear me and I have to text them to turn up their volume.  The other player who was grayed out has his volume return to normal. Since it is only with a couple players, I am wondering if it is something in their settings, but I cannot find anything obvious.  It has happened in multiple sessions with the same players. Has anyone else had this happen?  Is there anything I should be looking at? Thanks
