If it is in the campaign itself it depends on if your are the gm or not. If you are the gm then you build it in the handouts / journals tab. If you are a player then a gm will need to supply you the blank sheet. I found that using/creating a sheet here is pretty simple. Other people use offsite sheets like mythweavers or google documents and there some that use pdfs and share them through places like google drive. It all boils down to what you want the sheets for and do.
