GURPS Character Sheet Issue (Techniques)

I'm really confused. In the 1st character sheet for GURPS, this is the Techniques screen.  I've only had the following equation, copied from the "Level" column of this table, to go on:  "-2 + floor( / 1) + 0"   or   "min + floor(pts / cost) + bonus" As I understand purchasing techniques, Average Difficulty Techniques go up from default with a 1cp for "Default + 1" cost.  Hard Techniques are only slightly more annoying with the first purchase of the Technique being, not 1 but, 2cp.  Every following point would cost 1.  Was GURPS 3ed different, seeing as that equation only, just barely works?

After looking at it throughout the posting of this topic, I came up with a way to make it work. Keep cost at 1 always. Minimum is the Parent skill minus the penalty given for the particular act the technique is for. Kicking with Karate is Karate-2.  If Karate is 16, make "Min" = 14. If there's a maximum to the Technique, fill it in the Maximum.   This won't do anything but put a reminder of how far you're allowed to go next to the "Level" column in case you increase it too far. If it's a Hard Technique, set the Bonus column to (-1).  This will offset the extra point for the initial "Default + 1" purchase. Then proceed to put how many character points you wish to spend into the "PTS" column.   The level should be accurate each time.   It won't be dependent on the Parent skill, and will need to be altered manually when you put points in the parent skill.
