Can Move Map Independent of Dynamic Lighting

So as a session I am a player in wrapped up I encountered a strange glitch. Using the select/move tool and right clicking I currently am moving the map. The dynamic lighting does not move with the map and I am unable to move my token. Excuse the phone video but it is all I have currently. https://www.youtube.com/watch?v=f7qY1e8U248&ab_channel=Red
I was the DM for that session. I had been moving individual players between different maps, then merging them back into the player banner.

Hi Redlin and Derek. Using the right-clicking button and dragging will Pan your view around the map. In the youtube example you aren't actually moving the underlying map, just moving your camera view around the map. Wiki docs for this, https://wiki.roll20.net/Keyboard_Shortcuts To move your Token, select your token first by clicking on it. If Redlin is unable to select the token, Derek (the GM) can doublecheck the token and character settings to make sure that Redlin has control of the Token or of the Character that is represented by that token. Wiki docs, https://wiki.roll20.net/Token_Features#Token_Setti... If this doesn't fix the problem, write back and we will go into troubleshooting steps.

Gold, you may want to look at the video again, the map moves, and parts of it are revealed, but the DL walls stay in the same position relative to the screen (as opposed to the map).

You're right Scott (and Redlin). I see it now. Earlier I was looking at the bright light lines in the middle and those seemed to move with the map. Looking again now I see the obstructed DL walls on the edges with blackness behind, that are not moving relative to the map. There may be a bug there, so we will try the Troubleshooting steps with Redlin and Derek next. Could you please carefully work through the first three steps of our guide to Solving Technical Issues ? Step 1: Make sure to use the right browser Please check if these issues persist when using both Chrome and Firefox. Step 2: Ensure that there are no extensions/addons interfering with Roll20 Please disable all add-ons/extensions and anti-virus programs. Step 3: Clear your cache If none of the above succeeds, please thoroughly work through Step 4 . (Don't forget the complete Console Log, starting from table loadin and going through attempting to view as a player!) Thank you!
The problem ended up being fixed by refreshing the page. It is worth noting that this bug happened for all players in the game as well. Overall it was not an issue that persisted for long but it was strange none the less.
The map might have simply been on the wrong layer.
