Hello. This is a hard one to replicate, but it's happening to me and a friend who plays in the game. We both use popout characters, and we use large maps (recently, it happened in the forge level of the YP adventure Forge of the Fury). What happens is that, seemingly at random, our ability to scroll ceases. He uses a touchpad, and I use a mouse. I can still click on the scroll bars and move them, but scrolling via mouse wheel won't work, and I have to reload the game. All I can think of is that we both use popout characters (I need to, because some fights have several different enemies). I place them on a second monitor, I don't think he does that. I tried to replicate is just now, with several popout characters, but I couldn't force it. I don't know what makes it occur, but maybe others have experienced it. edit: to clarify, I roll the mouse wheel, or shift + roll it. I don't click to pan.
