I am not a programmer, so please forgive my ignorance. Is there a piece of software that can be used to visually build a character sheet (doing the coding), something like Adobe Muse, that will successfully import into roll20's environment?
I don't believe so, that's why there's so few people making sheets and why there's a queue of sheets to be made, last I looked. Your best bet is to take a character sheet that looks like something you want and reverse engineer it.
If you want to create a sheet offline, here's a skeleton you can use to get the styling consistent. (Note the two external resource files on the left you'll have to download as well.) It won't let you do sheet workers, autocalc fields, or repeating sections, and roll buttons won't do anything (but they'll look correct), but it's a starting point.
