Dynamic Lighting for Roll20 con 2017

I have created a game and registered it for Roll20Con on June 24.  I am wanted to use Dynamic lighting on at least one page.   I have the Dynamic Lighting layer but that is all.  I can not edit the users to give them a light source or edit the page settings to use it.    What else do I need to do.   I tried to followed the instructions on roll20 for dynamic lighting but I dont have any of the options they show in the instructions
