I can pan the map while holding right-click when almost every tool is selected except the ruler. Seeing as how the right-click doesn't do anything with the ruler selected, I assume this is a bug.

Browser: Chrome Version 59.0.3071.115
OS: macOS Sierra 10.12
JavaScript enabled
No anti-virus software.
