Question about character creation

I'm getting ready to try GM'ing my first game since the mid 90's and I'm trying to get the basics into the game-site. I started to create a couple of the characters in the journal, but only 2 of the players and I (as a player) show up in the "can be edited and controlled by" and the "in player's journals". The other 2 players don't show at all. whats weird is that of the 2 players that show up, 1 already uses this website and 1 is a newbie. and of the 2 that don't show up 1 already uses this website and 1 is a newbie. Is their something i'm doing wrong? I'm not a subscriber yet if it has anything to do with that. Thanks

If they haven't yet joined the game (actually visited the specific game page) they won't be viable targets until they do.

The two that are showing up have been in the campaign itself aka entered the chat/map area. The others have not entered yet. You are doing fine. They have to go in to register for your board.
