Dynamic lighting not working

I am making new maps and wanted to hit ctr+L to see what the players could see and it  did not work. I could see the whole map.  I tried reentering as a player and can see the whole map but now I cannot move through the walls that have the dynamic lighting lines. I turned the fog of war on and now I can only see the character and nothing else even though they have a light source. I tried adding screen shots and they are not showing.  I do not have Global illumination set and the character has sight with a light source.
Is "Restrict Movement" checked under Dynamic Lighting? That would prevent tokens from moving through dynamic lighting 'walls'.  What layer(s) are your tokens and light source on?  If the token is not on the token layer they won't have sight, and I believe a token with 'all players see light' has to be on the token or dynamic lighting layer to be visible.  Does it work ok with Global Illumination set?
The Restrict Movement was mentioned to point out that the Dynamic lighting was at least partially working.  I didn't want people to walk through walls.  Every token was on the token layer, with sight and a light source on them.  They could see the whole map and ctr +L did nothing. I even logged in as a player with my PC (shared campaine) same.   The kicker is I checked a few minutes ago and everything is working now. But all the tokens but mine are gone from that page and the other DMs have not logged in it is a pick up game and currently my turn to run.  So problem solved?
