Walls and Dynamic Lighting as separate layers

I don't really like that you can't have walls that block movement but not vision while also having walls that block both. I suggest making an additional layer that the blocks player movement exactly like dynamic lighting, but doesn't effect lighting or line of sight. This would allow for many uses, such as: cliffs, windows (inside and out), areas that can be seen up but are too steep to climb, terrain such as boulders that block movement but not vision allowing partial cover, etc. Honestly, I'm not entirely sure why this isn't already a thing. It can't be hard to do (just add the same functionality as dynamic lighting walls with enforce line of sight toggled off forced and on a different layer), and would add so much that can be done on maps.
