GM privilege to specific maps.

I have always wanted to be able to run a Westmarches style game. Using the Old World Style map bits, but I don't trust my players enough to just give them all dungeon master priveledges to draw up their map. Yes there is the doodles they can draw up with the freehand tool, but I am a bit stingy when it comes to mapping. Another thing this could do is allow players to edit a small sort of home base, filling it with all kinds of furniture and things they have gathered up from their adventures, without giving them infinite cosmic power.

Would it help if you set up a new map and tell them to draw on it in the Token Layer, then if you approve of all that they have done, you can click Ctrl-A to select all graphics and move them all simultaneously to the GM Layer to fix the map?  Is there some way to make it work like that? Individual elements in a map consume processing time in updates.  The player should be encouraged to make a map in a graphic editor and save it as one graphic file, then transfer it to the grid of the map.
