Add a new title in the journal tab called places. It would work mostly likely the handout title, but for cities, towns dungeons, etc. It would help a lot for making connections between characters and where it appeared.
+1 to this Or to just having more (customizable) titles in the Journal, period! Ideally, I'd like to have: Characters: PCs, NPCs, Monsters, Townspeople, Other Handouts: Items, Pictures, Other Maps: Cities, Dungeons, Locations, Other with 'other' being any other things people might want to add, including new sections.
For PCs, NPCs, Places, et al, how about expandable sub-categories? I think I would like that. This could keep the Journal tab streamlined by displaying only top-level categories until needed. I'll admit, the search function in journal is fairly simple - but at times I forget names (getting old after all) that I am searching for.

Tag each journal with important information that will help you narrow down your search.... like: female human witch hammerstrike village level 4
I was coming here to suggest expandable sub-categories, and I see Paul's spot-on comment :) Roll20, and also very specifically the Journal tab, being a mouse-dominated realm, would be more comfortably used if I could collapse and expand customized sub-categories/folders to find a certain entry in a sea of entries - instead of -having- to utilize both mouse and keyboard for the search box. Having both options is not a problem, of course, but having only the search box right now leaves me alternating uncomfortably between mouse and keyboard (I'm spoiled rotten, I know.) So for example, I would always have my "PCs" folder open, and in battle I could open the "Room 4 NPCs" folder and view their stats easily, all with mouseclicks and mousewheeling. Streamlining my mouse usage :)
The problem with relying on tags, is consistency and time. Adding 4-8 tags to a journal entry slows down prep time. Putting it in the right place to start with does not, IMO.
Gauss: Thank you, I didn't know that. and HoneyBadger: I was mainly complaining about having to take my hand off the mouse to type in something in the search box.
You don't have to. You can click the little TAG button to the right of the search box and add each tag you want to search for from a list of all the tags in the campaign.

Tags are great. Super useful. However, they assume I've been smart enough to set them up in the right way. Using Romi's example, simply having put everything I need for a given encounter in a single folder means I have less thinking to do. Miss one tag on a monster or something similar and I'm lost. I know some people hate folders but I love them. My life and head are structured in folders. My prep for campaigns are in folders. Might be old fashioned but I'd love to have folder and then use tags as the secondary sorting mechanism.
If some people like tags and some people like folders, fine, just allow people to use both and they will choose. I am a folder person, so I would at least like the option to add my own folders to put the 'character' info in to add things like places, planets, etc. Just making the journal more customizable would be amazing.
