In the latest version Chrome on Mac and Safari, the spells will not reorder. Clicking the lock, then trying to drag the spells up or down does nothing. The reorder button just changes color but the spell is not draggable.
At the moment, most re-ordering and drag-and-drop functionalities do not work properly while the Character Window in popped out. You might consider Minimizing your Character Window instead of popping it out to make organizing your Character Sheet easier.
