Per Player Journal

I spent quite a long time trying to make this work assuming it would.. I now realize that the journal is for "players" not individual players. I think being able to tag a journal entry to an individual player (or character) would be a very useful feature. We very often have individual story lines going concurrently with the main thread. Players want their own story items kept private and possibly shared when they deem it appropriate. Things that can only be read by one player do to language limitations are under that player's control as to how they wish to share this info. For now I will continue to maintain individual player material externally, its not a big deal, but it would be nice if everything could be handled within the game journal. Thanks

As far as I know you can. I have a few set to each player they can sets notes in, and works fine for us. Set it to only show in that players journal and only they can see it like so:
Could I not get this to work because I did not have the players logged in at the time?

Players need to enter a game at least once before they can be assigned a character sheet. They do not need to be currently logged in.
Ok, I resolved my issue. I did not have that option when I first created the campaign. However, after one of my players logged in, I was able to assign to them whether they were logged in or not. So, it seems that until a player logs in at least once I cannot select them for journal entries. Hence my confusion. Thanks for the help. I just assumed it was a missing feature.
