Is it possible with the api to select an object from another layer with the cursor? For example, I have map lables on the GM layer. Could I select them while on the tokens and object layer?
Not precisely. The API does not have access to the User Interface, it responds to explicit events (predominantly manipulations to objects, but also chat messages). If you find you want to manipulate things on other layers, it can provide invisible handles on other layers that you can use (see Bump for an example of this), but that's about it.
