Lock players out of drawing tool?

How to I lock players out of the drawing tools? Idle players waiting their turn, beer, and the ability to draw on the map has unfortunate consequences.
You can't. Tell them to behave or kick them out of the game.
I have known these guys for too long for them to have any respect for my authority. I will just hope they get bored of it LOL.

If you're the GM, just cancel the game when they won't stop drawing all over the board. They'll get the message real quick. It's pretty disrespectful to distract the GM when he/she's hefting the heavy haul of running a game for everyone else. It wastes people's precious time.

Have a splash page, should probably have one anyway, just the start page where the players tab sits when they are not on a map. I usually put some piece of art on the map layer as a background. Anyway if a player acts like a kid and starts drawing in between turns they get a time out and send them back to the splash page since you can split the party now. Just drag their name from the bottom of the screen to the splash page at the top. Yes bringing them back and forth might slow things down a bit, but hopefully being put in the corner will embarrass them enough, or they will see how disruptive their actions are and they will stop. I only recommend this because these guys are your friends, if random pick ups do this kind of stuff just ask them to stop then boot them.

My players haven't misbehaved at all in my current campaign, but I love the idea of using the OOC room as time-out. The map layer in my splash page already has a bit of text saying they're free to draw on it all they want (which may contribute to them not drawing elsewhere), so I can kind of see it like, "Okay, you want to draw? Have a box of crayons and go play in the corner until you're done."
I like the idea. And it is just funny enough to keep the mood at the table from turning sour. Maybe I can scan a page from my daughters princess coloring book..
