Question on Characters

Are we supposed to make our characters before joining a game or do we have a session to make the character once we sign up for a group?  Sorry if this is a dumb question but I am new to this website and new to D&D overall. 

It will depend entirely on the Game Master for the game you Join.

I hate to sound like a broken record...  =D Generally, you'll want to find a game and apply to it.  The game will tell you want they expect in the form of an application.  It could be anywhere from "Post if you want to play" to "Post your essay on the background of your character, the character, and a list of sources."   It's really the whim of the GM. The Games are not organized by Roll20, so there are no standard sorts of requirements or anything.  It's all the community.
