I cannot access the 5e OGL character sheet's Transition Options

My current game is based on the Community Contributed DnD5e character sheet. I updated the game to use the 5e OGL character sheet. When I open a Journal Character sheet, and select the Options (gear) tab, the Transition Options is not available.

Steps to reproduce: Copy an existing game that uses the Community Contributed D&D5e character sheet. Just to be safe. Change the Game Settings on the game copy to use the 5e OGL character sheet. Launch the game copy. Open the character sheet of one of the characters in the game. It will show the character in the 5e OGL sheet, but the values will be incorrect. Select the Settings Page (gear icon). There should be a Transitions Options to merge and delete the attributes into a form acceptable to the 5e OGL sheet. It is missing. Am I doing this wrong? If so, please advise.
