Damn. That makes sense for purchased content, but really should be an option for maps you make using custom or premium assets.

You should be able to click on a map, change it to the token layer. Create a new character sheet and set the token to the map image. Then right click the token image on the character sheet and save as a local image.

This is good for single images, but I think the OP is asking about maps assembled on Roll20.  BTW, it's a lot simpler to download a graphic. So long as it is selected, just press Z and right click on the previewed image. You can save it directly to disk.
