Some of the games I'm in have these neat looking borders around the player + DM rolls, but the DMs don't seem to know how it was changed -- but other games have the same basic squares. How do you get to use those borders?

These are Roll Templates, which are properties of the specific character sheet the GM has chosen to use for the game.

The borders that you are seeing are due to an updated styling to the 5e OGL character sheet that happens after you purchase WotC content within Roll20.
