Edit the character sheet abilities and when you mouse over the particular ability the third icon from the left (three horizontal lines) will let you drag it up or down the list. This is with FireFox, it seems that this may behave differently in other browsers.
If you use Character Sheet Abilities, they are listed in the same order as on the sheet, so as Asa says, reorder them on the sheet. If you use campaign Macros, they are sorted alphabetically and I don't think there's any way to change them except to change the name.
