TURN OFF SNAP TO GRID

Is there not ANY WAY to just TURN OFF the snap to grid option?

You can remove the grid altogether. Then tokens will not snap. If you still need a visible grid though, you would need to have one as part of the map image, or create a transparent grid overlay for the map layer (a separate png). To temporarily ignore grid snap, hold down the Alt/Opt key when dragging.

Actually could this be moved to suggestions.  A toggle option to turn on/off sounds nice, specifically when adding decor to a map.

It already is an option, as Keith says you can simply deactivate the grid while decorating and then put it back on again when done. In addition to the alt key an alternative way to avoid it are to set objects to be drawings, this will remove their bubbles and cause them to ignore grid snapping :)
