Low-light vision (Dynamic Light)

Low-light vision should essentially somehow be able to add an extra bit of dimlight to any lightsource a character can see. I can't figure out a good way to implement this myself, because if the character who has lowlight vision is not the same character who has the light source, this doesn't appear doable. Does anyone know of a good way to do this? I might just give low light vision characters a bunked down version of darkvision until I find a solution.

You can replicate low-light vision by using two tokens for each light source.
