Can't see only a single player

In the past I have been able to see this player but recently, no matter what attempts I make, I cannot see him, and he cannot see me.  I have tried toggling avatar sizes, video only / video and voice, chrome, firefox, and edge.  I have tried re-downloading flash.  I have cleared my cache yet none of this has fixed the problem.  I have tried researching topics on this matter but can't seem to find any help and out of frustration I'm making a post now.
